The problem: disasters outpace fragmented response
Disasters — hurricanes, wildfires, floods, earthquakes — strike fast, but response is often slow and fragmented: agencies don’t share information, resources are misallocated, communication breaks down, and the most vulnerable are reached last. Climate change is making disasters more frequent and severe, raising the cost in lives and dollars of every gap in response.
How the system works
Emergency & Disaster Automation uses integrated alert systems that warn people fast (across phones, broadcast, and sirens), AI situational awareness that fuses sensor, satellite, and report data into a live picture, resource coordination that routes responders and supplies where they’re needed, next-generation 911 that handles text, video, and data, and logistics automation for relief supplies. It connects prediction, warning, response, and recovery into one coordinated system — with emergency managers and responders in command, and special attention to reaching vulnerable populations.

Federal & practice. National alerting is operational — the Integrated Public Alert & Warning System (IPAWS) and Wireless Emergency Alerts reach phones nationwide; FEMA coordinates disaster response; Next Generation 911 is expanding; and emergency operations centers increasingly use AI situational-awareness and logistics tools.
Connections. This builds on Disaster Prevention early warning and ties to Emergency Medical Services.
What’s still missing
Interoperable data across agencies, equitable warning and response (reaching everyone, including those without smartphones), resilient communications when infrastructure fails, and pre-positioned resources are the gaps. Connecting emergency response into a fast, coordinated, equitable public-benefit system is the work.

The honest boundary
National alerting (IPAWS, Wireless Emergency Alerts), FEMA coordination, and Next-Gen 911 are real and operating today. But agency data isn’t fully interoperable, warnings don’t reach everyone, communications fail in major disasters, and response remains uneven. Building fast, coordinated, equitable emergency automation is the mission — not a claim that it is complete.
